Message dated March 11 was read stating the House passed and                                                                    
returned for consideration SENATE JOINT RESOLUTION NO. 7                                                                        
Requesting that the United States Department of the Interior Bureau of                                                          
Land Management implement an oil and gas leasing program in the                                                                 
coastal plain of the Arctic National Wildlife Refuge, with the                                                                  
following amendment:

Senator Costello moved the Senate concur in the House amendment.                                                                
Senator Kawasaki objected, then withdrew his objection.                                                                         
                                                                                                                                
The question being: "Shall the Senate concur in the House
